Hierarchy of Controls

To reduce risk, apply the following controls in this order:

1. Eliminate – Remove the hazard completely

2. Substitute – Use something less hazardous

3. Isolate – Restrict access to the hazard

4. Engineer – Design safer tools or processes

5. Administrative – Introduce policies, training, signage

6. PPE – Provide protective clothing or equipment

Example: Use a mop bucket trolley to reduce strain = engineering control.
